Research shows evidence that motorcyclists, the state and the federal government are all
affected by lack of the necessary protection for riders. As it has been proven, that a high

percentage of cyclists involved in accidents, suffer from severe head trauma with a number of
them sustaining lifelong injuries. The lack of strict laws affects the economic wellbeing of the
state and the citizens as well as being disadvantageous to the society. It is good to note that this
failure exposes motorcyclists, bicyclers and skaters at a very high risk, but with the proper
protection it will be possible to save these lives and reduce the risks associated with these
activities (National Academies, 2010).
This paper is well raise awareness on possible solutions for these effects, bearing in mind
that it has compromised on not only the individuals, but the states and the economy. Therefore,
the research conducted will reference possible solutions necessary for states to take charge of the
situation and place measures and policies in place that will require the motorcyclist and their
passengers to wear helmets while riding. The content gives the viable solution as well as lists
advantages the states and the society could possible obtain from the requirements.
The road safety for the riders has been a major concern across the country. The number
of accident suffered by the cyclists has been on the rise, due to the increased usage of the
motorcycles. This increased usage is due to a number of economic advantages such as fuel
consumptions, feeling caused by riding, parking accessibility and speed as compared to the
vehicles among other means of transportation. Many people across diverse classes and especially
teens up to middle age prefer to the use of motorcycles in their daily activities. However, this
increase in usage has come with its own advantages and disadvantages. Most of the cyclists are
even unfamiliar with the need to keep their safety as a priority while on the rides. Due to this,
there have been rampant cases of accidents and other fatal incidents that need to be address by all
the stakeholders to make sure that the trend does not continue to increase.

Addressing the problems caused by failure to wear helmet, the only viable solution is to
have mandatory helmet law observed by all states. The United States will therefore need to enact
statutes that will require the motorcyclist and their passenger to equip themselves with all
possible protective materials whenever they are riding. The motorcyclists and their passengers
have to follow the strict regulations with each states taking charge to ensure that there will be a
zero tolerance in regards to operating a motorcycle without wearing the helmet. Having this
solution will be effective in that it will help in reducing the possible head injuries in case of an
accident. It will also deter riders knowing that could face possible consequences for failure to
wear helmets. Having the law will reduce the possible fatalities caused by the accidents across
the states and the nation.
However the law will need to go through a review by all the stakeholders and the possible
audience to ensure it is viable and acceptable from one state to another and across the nation. The
safety of the riders, the passenger, and skaters among others that need to use helmets will be
protected within this law. Cyclists will need to be aware of the predicaments for failure to wear
the helmet and thus the need for proper sensitization on the importance and their personal safety
(Houston, 2007). They will need to understand the advantages and the need to have the strict
rules. This sensitization will hope to reduce the opposition experienced in some states amongst
the cycling community.
It is evident that problems could arise with the issue of regulations on the motorcyclists
and their use of helmets and other protective attire as a preventive measures. The helmet laws
will reduce the number of cyclists on the roads, since some of them would not agree with the
regulations. This will however affects the economic wellbeing in a state since there will be an

increased usage of motor vehicles, than the cost effective motorcycles (Yoganandan, N., Nahum,
A. M., Melvin, J., Medical College of Wisconsin, 2015).

The law requiring motorcyclists to wear helmets may seem to be against the person’s
right of making his or her own decision. Several people argue that this is ethically wrong, but it
has some ethical advantage in it. Some people do not make informed decisions for themselves.
People sometimes make poor decisions only to later realize that you made the wrong decision.
These became a late realization, which will not help, and the actions are not reversible. When
involved in accident just because you never listened to the conscience correctly will make more
suffering than advantages.
When the states and the federal government come up with strict regulations, it will make
the passage care about them. They will be able to make a critical decision to wear helmets. The
requirements will also force them to make this decision that will be ethically right among them.
When the laws are in place I feel they will not be a burden, but will make the statement
“sometimes you have to protect people from themselves”. It therefore means there is an ethical
advantage of having the law since it will ensure the safety of motorcyclists, similar to the resent
“click it or ticket law”.

The strategies suggested above regulating the motorcyclists and cyclist to wear helmets
for safety reasons carries positive as well as negative implications that must be addressed along
with the advantages in order to provide a clear picture that would be helpful in handling the

whole process and brainstorming on the multiple alternative solutions will be possible for the law
making authorities. When the law making bodies in both federal and state governments come
together to legislate new laws to regulate motorcyclists, cyclists, and skateboarders to wear
helmets while indulging in these activities.

The need for this research will also be advantageous in terms of economy. At first the
accidents where cyclists without helmets are involved, it is possible they suffer head injuries.
The head injuries and the deaths from the motorcycle accidents have expanded pressure on the
medical budget and consequently to the economy in general. It affects the economy in that the
states have to fund the healthcare centers to help them offer medical care to the increasing
number of head injuries (Muller, 2004). Increase in the injuries caused by accidents will cause
increases the insurance premiums and need for more tools to nurse them in the healthcare center.
Long-term health costs are also likely to increase due to the required prolonged health support
for head injuries. This will exert more pressure on the economy since the government will have
to service this cost.
With the helmet law and regulations however will possible bring a major decrease in
head injuries. The riders and their passengers are likely only to suffer minor bruises or no
injuries meaning it will only cost the economy to fund short-term illnesses. The money saved in
this case will be useful for other parts of the healthcare setting and will help treat other severe
cases or even reduce the pressure on the economy. Still on economy, the states will not have to
construct expensive pathways for cyclists to avoid accidents thus saving it money. This is
because the effects are avoidable only requiring the commitment of the involved parties.

As the law making bodies will impose newer and effective laws on the ground with more
monitoring and accountability-oriented policies, they will need to regulate the concerning
stakeholders by providing newer infrastructure and trained competent law enforcement staff that
will be specially tasked to take closer look to the implementation of the law provisions. The
governmental authorities will have to invests more money and cut of budgets from other public
welfare projects. If the government does not cut budgets from other projects, they will have to
raise money through taxes which will be strongly criticized by the motor vehicle honors and nonconcerning parties who will never agree to pay taxes for the safety issues of motorcyclists and
skate boarding class. The government will have to find feasible funding way for this solution
(Amy Fontinelle, 2015).

The third advantage of having strict rules and regulation on the budget is reduction of
societal burden. As the accidents affects the cyclists, the society will be involved in caring for the
people involved in the accidents. Especially the family members of the cyclists suffering from
prolonged injuries will be a burden to the patients that they will have to nurse for long period.
These injuries are likely to make the people incapable and will not be able to cater for their
needs. Failure to have such laws will increase the risks of having people that require prolonged
health care in the society. This will also affect the society in general since they will have to offer
many donations to cater for this kind of people (Heller, 2009). This increases the burden to the
society and the donor community who would not have suffered if the person was never subjected
to the injuries.

As the federal and state governments began to legislate new laws for wearing helmets,
they will also have to develop a new department to entertain the complaints and to effectively
enhance the performance of the law. Initially, the law will be in a very raw form just like any
other laws and it will receive a lot of criticism from the concerning parties, political forces and
media. The government will have to pay special attention to address the criticism by critically
analyzing the implications of the law and needs to add newer amendments into the law.

solution.
It is therefore good to note that by providing a solution to motorcyclists, the state and the
federal government, all being affected by lack of necessary protection for riders. The issue of
injuries will have a number of advantages to the individual, society as well as the nation. The
advantages will range from economics, the ethical as well as social. These advantages are
necessary to consider in the research as they will aid in the decisions on major requirements of
the law. Proper regulation will therefore be a better course for the state and the relevant
authorities as well as the riders themselves.
